These instructions apply if you are filing for an original veterinarian license either because you have
- never held a license in another state, or
- held a license in another state(s) but none is current.
If you already hold a current license in another state, see the instructions for applying by reciprocity.
Applicants Who Need to Take the NAVLE
This section applies to you if you have passed neither the:
- National Board Examination and Clinical Competency Test (NBE/CCT) (see Note below), nor
- North American Veterinary Licensing Examination (NAVLE).
Note: NBE scores are not required if you initially licensed before 1971. CCT scores not required if the applicant was initially licensed before 1980.
If this section does not apply, skip to Applicants Who Do Not Need to Take the NAVLE below.
You must submit two applications – one to the National Board of Veterinary Medical Examiners (NBVME) and the other to the Delaware Board of Veterinary Medicine. The Delaware Board must approve you to take the NAVLE.

- To file the Delaware Board application, submit the following to the Delaware Board office:

- the probability that you will graduate from that school .

copy of the completion certificate issued by the Educational Commission for Foreign Veterinary Graduates (ECFVG) or Canadian Veterinary Medical Association (CVMA) |
Delaware requires the ECFVG or CVMA certificate before permitting you to take the NAVLE. |
If you are a final-year student approved to take the NAVLE based on a letter from your school, have an official transcript sent directly from the veterinary college to the Delaware Board officeafter you graduate. The transcript must show the date you received your veterinary degree. The Board will consider the application for licensure only after it receives the official transcript.
All of the applicable documents in step 2 are due in the Delaware Board office no later than 95 days before the testing window opens.
Applicants Who Do Not Need to Take the NAVLE
This section applies to you if you have already passed either the:
- National Board Examination and Clinical Competency Test (NBE/CCT) (see Note below), or
- North American Veterinary Licensing Examination (NAVLE).
Note: NBE scores are not required if the applicant was initially licensed before 1971. CCT scores not required if the applicant was initially licensed before 1980.
Submit the following to the Delaware Board office:
- Completed, signed and notarized State of Delaware Board of Veterinary Medicine Application for Licensure/Examination.
- Processing fee by check or money order made payable to "State of Delaware."
- NAVLE or NBE/CCT scores, whichever applies, sent directly from the Veterinary Information Verification Agency to the Delaware Board office. A score transfer request form is available at AAVSB - VIVA.
- If you have ever held a license in another state or jurisdiction, letters of good standing from each state or jurisdiction where you were licensed, sent directly from each state or jurisdiction to the Delaware Board office
- Proof of your education as shown in the table below:

Temporary Licenses
You must meet all of the requirements in the section above that applies to you. In addition, submit:
- Temporary license fee by check or money order made payable to "State of Delaware."
- Letter from a licensed Delaware veterinarian verifying that you will remain in the veterinarian's continuous employ and supervision and that he or she will monitor your professional activities and be fully responsible for you while you are under temporary licensure.
Under no circumstances should you begin practicing in Delaware before the temporary license is issued.
Business License
Before beginning to practice in Delaware, contact the Delaware Division of Revenue to inquire about obtaining a business license if necessary.
