HOW TO APPLY FOR AN ORIGINAL VETERINARIAN LICENSE
These instructions apply to applicants filing for an original veterinarian license either because the applicant
- Has never held a license in another state, or
- Has held a license in another state(s) but none is current.
If the applicant already holds a current license in another state, see the instructions for applying by reciprocity.
These instructions refer to the North American Veterinary Licensing Examination Bulletin of Information for Candidates. A copy is available from the Delaware Board office or visit www.nbvme.org.
Applicants Who Need to Take the NAVLE
This section applies if the applicant has passed neither the:
-
National Board Examination and Clinical Competency Test (NBE/CCT) (see Note below), nor
-
North American Veterinary Licensing Examination (NAVLE).
Note: NBE scores are not required if the applicant was initially licensed before 1971. CCT scores not required if the applicant was initially licensed before 1980.
If this section does not apply, skip to Applicants Who Do Not Need to Take the NAVLE.
- If an applicant wishes to file by mail, complete the North American Veterinary Licensing Examination Application printed in the Bulletin of Information for Candidates. Enclose a cashier's check or money order for $325 (U.S. funds) made payable to "National Board of Veterinary Medical Examiners." Send the application and payment to:

- In addition to the above, complete the State of Delaware Board of Veterinary Medicine Application for Licensure/Examination. Sign it and have it notarized. Enclose the pro-rated fee by check or money order made payable to "State of Delaware." Send this application and payment to the Delaware Board office at:

- If the applicant is a graduate of an AVMA-accredited veterinary college, have an official transcript sent directly from the veterinary college to the Delaware Board office at the address in step 2. The transcript must show the date the applicant received a veterinary degree.
If the applicant is enrolled in the final year at an AVMA-accredited veterinary school, have a school official send a notarized letter to the Delaware Board office at the address in step 2 verifying 1) that the applicant is enrolled in his or her final year and 2) the probability that he or she will graduate from that school. After the applicant graduates, he or she must also have an official transcript sent directly from the veterinary college to the Delaware Board office at the address in step 2. The transcript must show the date the applicant received a veterinary degree. The Board will consider the application for licensure only after the official transcript is received.
If the applicant is a graduate of a foreign veterinary college that is not AVMA-accredited, send a copy of the completion certificate issued by the Educational Commission for Foreign Veterinary Graduates (ECFVG) or by the Canadian Veterinary Medical Association (CVMA), as applicable. Note that Delaware requires the applicable certificate before permitting applicants to take the NAVLE.
All of the applicable documents in steps 2 and 3 are due in the Delaware Board office at the address in step 2 no later than 95 days before the date the testing window opens. The dates of the windows are in the Bulletin of Information. All three steps above must be completed before the applicant will be allowed to take the NAVLE.
Applicants Who Do Not Need to Take the NAVLE
This section applies if the applicant has passed either the:
- National Board Examination and Clinical Competency Test (NBE/CCT) (see Note below), or
- North American Veterinary Licensing Examination (NAVLE).

- Have the applicant's NAVLE or NBE/CCT scores, whichever applies, sent directly from the Veterinary Information Verification Agency to the Delaware Board office. A score transfer request form is included in the North American Veterinary Licensing Examination Bulletin of Information for Candidates and is available on www.aavsb.org.
- If the applicant was ever licensed in another state or jurisdiction, arrange for letters of good standing from each state or jurisdiction in which he or she has ever been licensed to be sent directly from each state or jurisdiction to the Delaware Board office at the address in step 1 of this section.
Temporary Licenses
Applicants for a temporary license must meet all of the above requirements. In addition, the applicant must submit a letter from a licensed Delaware veterinarian verifying that the applicant will remain in his or her continuous employ and supervision and that he or she will monitor the applicant's professional activities and be fully responsible for the applicant.
When approved for temporary licensure, the Board office will notify the applicant to submit the temporary license fee by check or money order made payable to "State of Delaware." Please do not submit this fee until notified. See fee schedule for amount.
When the applicant has submitted the required fee, the Board office will issue a certificate of the temporary license. Under no circumstances should an applicant begin practicing in Delaware before the temporary license is issued.

Prior to practicing in Delaware, applicants should contact the Delaware Division of Revenue at (302) 577-5800, or
www.state.de.us/revenue/obt/obtain about a business license in accordance with
Chapter 23 of Title 30.
